Hagivi Elven Quarters

Summary

Each of the major cities of Hagiv has an elven quarter - a neighborhood, usually a slum where elves are allowed and obligated by law to live. Run-down, ramshackle buildings, unpaved streets, and low-class businesses are the norm.

The Elven Quarter in North Gavek used to be very nice. Gaveki authorities are largely human and more interested in trade than revolution. For most of the revolutionary period, they let the elves keep the quarter up and even run their own businesses. But back in 585 DB, somebody started importing large amounts of pollen to the city. The city's elves quickly grew addicted to it and started to drop out of day-to-day life. The businesses and homes they owned fell into ruin. Now, most elves in the Gaveks just want to be dusted out all the time.
