The Fates
Many people on Tierra believe that there are three old women who sit spinning and deciding the fates of everyone, weaving and clipping their threads. This is actually a bastardization of of the sidhe story of Summer, Winter, and the Judge, the three most powerful fae from their worlds. They don't literally spin out fae lives on a loom, but they are incredibly manipulative and play a long game even for beings that may live forever.
The playwright Davi Amurre came close to the truth when he had a wise character in one of his plays say, "The fates weave and snip and stretch and tear, planning out the lives and deaths of men and dwarves. And every days, some of us disappoint those meddlesome bitches terribly."
